PIO in a organization

If my office person receives a intimation from State commission addressed to PIO evenwhen there is no PIO in a college, what to do now?

Principal should personally attend to SIC and submit in writing that the college is not within ambit of RTI Act and exclusively under private management and file a copy of latest income and expenditure statement and Balance sheet with Auditor's signature.

Before that Principal should get a certificate from Auditor whether the college can run without grants and government support as per financial statements.

If there is no substantial contribution from Govt., (like land, building and also grants) without even such aid ,  the college can also manage itself, the college is not a public authority.

I consider that it is unlikely that the Director wants to obtain a certificate from his Auditor so that the university can function without subsidies and without the support of the government, the help of the government is almost always required

An applicant is only concerned with presentation of facts to support that without Govt Grant/assistance the organization cease to exist.   Finally it has to be decided by IC and if the organization goes to HC, then HC.   Several such petitions were pending before many HCs since a decade.
