FAA power to impose of penalty

Dear Sir

Whether the First Appellate Authority has the power the Power to impose penalty on PIO?

Except deciding on the action of providing information or on justified denial, FAA is not having any powers.  Even IC can only exercise his powers only after issuing show cause notice, and  after appellant establishes a deliberate and malafide denial.

Being from the same organization though no one admits it, without consulting FAA, PIO never takes any action.  The FAA decision in most of the organisations is just a formality of copy and paste that FAA agree with PIO's opinion.

If you want precise guidance, you have to explain the correct context and your status.

An appellant can only pray for imposing penalty, and he has no say in insisting for penalty and a citizen has a right only for information alone.
