How to file online RTI Application before Police Authorities in Covid 19 period

Respected Experts,

In these days of Covid 19, it is found that office of the Assistant Commissioner of Police refuse to accept Application under Right to Information Act directly. Kindly inform me how to file Application under Right to Information Act online or through gmail before the Assistant Commissioner of Police, Bandra, Mumbai and how to pay court fee stamp of Rs. 10/-

You can also file application through local speed post with Rs.17/- fees but write on the envelope only Department name and never mention State Public Information officer etc.  EX: Asst. Commissioner of Police  (in your case) instead of SPIO, ACOP.
