I suppose West Bengal Council of Higher Secondary Education is a State Govt. Public Authority and therefore West Bengal State RTI Rules will apply. DoPT is a Central Govt. Public Authority and therefore it will not apply to a public authority under the State Govt.

Kindly find West Bengal RTI Rules annexed herewith. Also for more information on the subject, you may please google with the key words "West Bengal RTI Rules".

I found on West Bengal Information Commission website..

Addition in Sub-rule 1 ‘a non-Judicial Stamp Paper of Rs.10 or by Demand Draft/Banker’s Cheque/ Indian Postal Order payable in favour of “ (name of the link bank) a/c Government of West Bengal, RTI  ACT"

Is it applicable for RTI only to west bengal information commission or all other department of west bengal government like WBCHSE.

If it applicable to West Bengal Counciling of Higher Secondary Education then how exactly to write (name of the link bank) a/c Government of West Bengal, RTI ACT on IPO.
