The first lesson in Management says that one must " A S K " if he wanted to manage things and should never hesitate to seek help of others.

File RTI Application to State Public Information Officer, seeking such Minutes of the meeting stating such date and time and certified copy of the minutes as per record.   As such minutes are not exempted under RTI Act, in all probability you must get that.  If SPIO rejects the information he has to provide such exemption under Sec. 8 (1) and with justification.

First file RTI Application, shed down all fears for rejection and seek information as a right, if PIO denies information come back to the same post and inform for proceeding for further two steps in getting such information.

As there is minimum 30 days time for getting such response from SPIO,  go through Sec.6,7',8, 10,11, 18,19,20 in RTI Act in  your mother tongue , at one section per day and  such study brings confidence in you.
