14th finance commission funds missused

Sir,

As per the news published in daily local news paper MMC local authority has unlawfully transferred the funds to the state body GSUDA, received from subject central govt authority,

Sir, please assist me with the help of point wise details need to be seeked under which I may bring the transparency to it under the RTI application.

File RTI direct to Chairman of Finance Commission, enclose the paper cutting and seek simple information.

Information solicited:

1.Please inform as to when that amount was transferred illegally to GSUDA.

2.Please  copy of the laid down norms/orders/circulars/directives or such sanction letter to MMC, wherein conditions were laid for utilization of fund, monitoring for end use of funds to the purpose for which it is allocated.

3.Please provide copy of such letter/show cause notice issued to MMC fixing such time frame for recovery with such remarks on cyphoning of such funds illegally for that purpose that is not permitted.

4.Please provide the reply to such show cause notice by MMC to Finance commision

5.Please provide how the FC is monitoring the end use through periodical audit and such utilization certificates, inspection of such end use was proper or not.

6.If any team is entrusted with such audit, please provide such Audit report stating misuse of such funds allocated for public utility, the names of such officials that are responsible for such lapses/violations, action taken against such officials that are responsible for such violations.

Sir, besides the Chairman, 14th finance commission, I had also applied information with same points to local authority of Muncipal Council and reply received from here is 

1. Information sought by you does not pertain to purview of section 2(f) of act 2005.

2. Asked to make the payment for ₹96/- to collect the documents 

3. No show cause notice received

4. Nil

5. Information sought by you doesn’t pertain to purview of section 2(f) Of RTI Act 2005

6. Not applicable.,

please help to assist if need to apply for first Appeal.,

Reply from Chairman 14th finance commission is not recieved.

If I am in your place, I pay Rs.96/- get those documents, and then go for further appeals to show that I am genuinely interested in public interest.

I find that as irresponsible answer.

Please file same application to Finance Minister also seeking them them to send application to that custodian of information.

I have received this reply from Ministry Of Finance ,

please assist to help since the information recieved is not proper and has been delayed!

Good that you are able to get a route map.  Accountant General is proper authority that has to conduct audit also.  Continue your efforts with AG and enclose this letter as xerox copy.

The information is being transferred one dept to another in chain ,
