Status of the application made to Govt. Office

Friends,

A letter has been written to TSNPDCL (Telangana State Northern Power Distribution Company Limited) informing the details supplied to that organization by an employee in regards to his family pension.

After few days, an RTI application is made asking about the action taken against such letter.

But, PIO replied stating that the particular letter written to them does not form the part of the definition "Record" under RTI act. 

Here, I have already filed an First Appeal, giving a clarification that when a letter written to any govt. organization forms a part of their records.

In this context, please let me know if I am correct?

What ever PIO states is not RTI Act.  The information can only be denied under Sec8 with justification.  Go for first appeal and second appeal.  Always post the actual query and reply for precise guidance.
