Carbon Copies to Higher Authorities

If one files an RTI to any organization, is it necessary to CC copies to the concerned State Information Commission and Central Information Commission?

What happens if one CCs to SIC and CIC? Will there be any orders passed to subordinate offices in this regard?

Is this beneficial to the RTI applicant?

Attested copies are needed only for going to second appeal.  It is a wasteful exercise to send copy of RTI application to IC. .  There is no one to look into such applications at SIC/CIC and one may get irritation or sympathize with applicant's ignorance. .  Paying attention to grounds of appeal and patient hearing of appeals is the only expectation at the time of second appeal is the only Great Expectation.
