Vague RTI

I am.a PIO.I received a RTI asking details of work done by a contractor from the first ever contract taken in the institution.
How should such queries be replied, It is very difficult to find when the contractor took his first contact in our institution

You can deny such information stating that such information of recording contractor wise details are not known in public authority and registers/Files  are maintained  work wise in every financial year.

However if any record is available with you stating his experience and earlier works done for getting such present order, that copy may be provided.  You are aware that these details on experience certificate is mandatory while awarding contracts.

same RTI also ask for the information about - all work by all the contractor  who did any type of contract work in our institution  since 2014.What should be replied ?

Same answer that such information is not available  records are maintained contract wise and not in the name of contractors and it is the practice with all public authorities in India. Authorities can not collect, compile and collate information and are expected to provide information  as it is stated in a record.  Again if such experience certificate is on your record, provide a certified copy.

Records must be their in record, but to search them and compile them in the name of different contactor is very difficult

I am sorry, it appears that I could not explain it with clarity.  PIO has to provide information as available in the record.  Please go through DOPT format where CBSE Vs. Aditya Bandopadhya SC judgment  ((2011) 8 SCC 497 dt.9-8-2011 ; "Public authorities must have on their record such information as is required to be maintained under the law the rules and regulations of the public authority.  "was also mentioned.   PIO is not supposed to collect, collate and compile.  Provide ref of that DOPT O & M.  There is also a blog by Shri JPS stating with caption Right information  not for research where you can get more information

Your Public Authority must be maintaining its records in some organized form, duly indexed and catalogued, otherwise all the available data becomes a mere garbage.

You can invite the RTI applicant for an inspection and during the course of that inspection provide him with a copy of such index and catalogue, so that, he can go through it and identify the required information.

Once the information is so identified during the course of inspection, you can provide the RTI applicant with a photocopy of the requested information.
