The SPIO rejected my RTI saying that the societies donot come under RTI act. He also attached an order of CIC delhi.

Those that are having substantial contribution from Govt (for their day to day functioning) are within ambit of RTI Act.  "Substantial" means without such financial help the organization cease to exist/function.

If you are a member of society, you have a right to seek such information including inspection and can complain to Registrar in case of violations/deviations/mis appropriation.
