Appellant presence is not mandatory for any hearing.  However, personal attendance helps in getting a favourable order as appellant can convince the FAA.  The proper way is writing a polite letter seeking excuse from the hearing, and then filing written submission.   Even without all these FAA has to take a decision on merits of the Grounds of First appeal.

will you  please inform your actual query to the PIO ?

You have to wait for 15 days after such date fixed for hearing of first appeal to file second appeal.

I am afraid that your query is not properly understood as I suspected.   Please don't be in a hurry to file second appeal.  Please inform your exact query.
