Multiple PIOs in single department

There are many government departments which have separate PIOs for separate small branches. e.g., different PIO for accounts office, different one for administration office etc. So if we file an RTI to different PIO by mistake in the same department, then normally he should transfer the application. But can he reject the application based only on that ground?

And I heard that CIC issued guidelines regarding this issue, where they said that departments should appoint some single window PIO. If anyone has any document on that, please share.
