What is the maximum time limit after which first appeal and second appeal can not be accepted

There is no such time frame and the act stipulates the time frame within which the appeal has to be preferred.  Beyond the time frame, acceptance of such appeal after stipulated period becomes "discretion" of that authority.  The Authorities treat a reasonable time depending on such genuine explanation by appellants .  The verbatim as per Sec.19 is as follows

Sec,19 Para 2: "provided that such officer may admit the appeal after the expiry of the period of thirty days if he or she is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time.
