The mention of "Petition filed under Whistle Blower's Protection Act" on envelope is sufficient.  It is applicable to those complainants who wish to protect themselves against such invasion on privacy or harassment by the authority against whom the complaint was made and to be more specific larger public interest complaints to Central Vigilance Commission.
