PIO of MC Amritsar delivered fabricated letters during the pendency of 2nd appeal in SIC Punjab. I have been filed separate complaint regarding fabricated letters. But all in vain.

Should I move to High for directions to SIC for action?

Or any other way available?

After exploring the possibility of hearing the complaint by SIC, if the orders are not satisfactory, the appellant can approach HC with writ against public authority .  There is no other option.   Infact, I am not sure, as I have not come across any action against PIO that fabricates public records.  As per my individual opinion, fabrication of public record is a criminal offense and a complaint should be made to his superior authority, Ministry and if one can afford even for a private complaint, to bring a fear among PIOs who still think that action against RTI issues is only through RTI.   This exemption is not certainly applicable for fabrication of public records.  Before approaching HC, build up a record and involve superiors and ministry also to convince of your efforts and only approached HC as last option. (Many HCs are still not kind to RTI appellants)
