Filing 19(3) and 18(1) under single application to SIC




If there is NO reply from PIO and also Appellate authority. Then, in a single application, Can I file both 2nd Appeal Sec 19(3)  & Complaint U/s 18(1) asking for formation and also to take action against PIO??

Or, is it better to file both 19(3) and 18(1) separately??

Seeking your guidance please

Single second appeal under Sec.19 seeking all reliefs is enough.  There is no additional purpose served by stating Sec.18 and IC may even raise objections in providing information.  Go for second appeal only.

Yes, During initial stages of filing RTI, after a lapse of 30 days of filing an application. I directly wrote to SIC under 18 asking for information. 

After 8 months, I got a reply from SIC that I cannot seek information U/s 18 and need to First appeal U/s 19(1)

Waste of my 8 months.
