Family member certificate rejected by VRO

Question

I applied for family member certificate.total 3 sons 2 daughters.along with legal affidavit with all names mentioned.while verification by VRO 2 sons and 1 daughter signed.but 1 son and 1 daughter didn't signed because of that reason bro rejected family member certificate.My doubt is while getting family member certificate all members signatures mandatory or not.as I have mentioned all names in legal affidavit.can any one advice.

Such signatures are not necessary and VRO should make independent enquiry with neighbours or other relatives and when affidavit is filed, VRO should not keep such certificate pending for want of signatures.  To get authentic information you can file RTI Application to Public information officer , office of Tehasildar seeking information as follows.

Information solicited:

1.Please provide me the certified copy of the laid down procedure that states that signatures of all family members are mandatory before issuing family member certificate, when an affidavit is already on record
