Qualification of SIC

      What is the qualification required for becomning  a SIC. dO they have to have a good command over English, Hindi along with regional languages and

what is their span

Search in DOPT website, wherein they call for the posts of Information Commissioners stating such qualification.  As of now bureaucrats (IAS/IPS/IFS) are preferred 90% and 10% eyewash for advocates, journalists and other men in public service.  It is deemed that every one with qualification of even SSC knows English, Hindi and Regional language.  As these officials have to deal with high ranking PIOs and FAAs, such chosen commissioners deemed to have such command over them to dictate terms with more superior tone.

If loudness brings truth and justice, one can roar, but during any proceeding, it is always wise to be polite and show humility and respect.  That polite tone bringing injustice in convincing manner brings a good decision, while aggressive attitude may be a negative one.

RTI Act stipulates 'Fine' only to PIOs.  To my memory, there is only one decision of CIC where IC has fined Rs.1 or Rs.10/- to express his unhappiness when the appellant sought details of a student from school like address etc.  You can guess the name of that IC who is known to deliver several pages of decisions, bringing several laws to justify his decision in RTI matters and equally harsh with PIOs and ruthlessly fines them.
