Retransfer of RTI

If the information is not available with PIO that got the transferred application, and if he is aware of the custodian of that information, he may re-transfer to relevant PIO and intimate the applicant to pay such fees to the PIO of the other authority.  Infact RTI fee has to be received by that PIO that is custodian of that information.  But, the postal order requires correction in authority and place of encashment and hence that fees may be refunded to applicant without receiving proceeds.

I did that , but state information commissioner in his order wrote that a RTI can't br retransfer twice , RTI received under sec 6(3) can not be  transferred , if second PIO doesn't have certain information he should ask RTI seeker to contact the other PIO instead of transferring RTI again under sec 6(3) , I am still finding reference in this regard.
