Can A private MNC or any company be liable under RTI Act ?

As per my knowledge "NO", but you can seek information from government aided institutions and organizations.

Private companies are not PA s (public authorities) under RTI act. But every private organization is bound with one or more govt org. like private cell operators are bound with TRAI,like private engg colleges are bound with AICTE, you have to check, which govt org. is very close to that private organization & has the info with them or can make it available, from which u need info.Just file an RTI Application with that govt department and ask for the info.

Please read Sec 2(f) of the RTI Act (available on act.rtiindia.info):

 

f) "information" means any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force;
