Please correct me if your question is interpreted incorrectly:

 

What you want to find out, are the file notings made in connection to a application made under RTI or while processing a RTI application.

 

Yes, the RTI Application, the process of collecting information (if on record), file notings and the reply, are all in the public domain. You can ask for such information not only for your own RTI application but also someone else's RTI application.

 

However, please do not use RTI to ask for a "certified copy" of your own RTI Application. In one case a applicant did so and went all the way to CIC. The CIC rejected his Second Appeal on the grounds that the applicant should have kept a copy of the application himself and there is no need for certification of something which has been submitted by the applicant himself.
